FY2025 Disaster Supplemental Grant Program provides approximately $1.45 billion to assist communities in recovering from major natural disasters (such as hurricanes, wildfires, floods, and tornadoes) that occurred in calendar years 2023 and 2024. The goal is to help these regions not only rebuild but also transform their local economies to exceed pre-disaster conditions.
Funding Pathways:
- Readiness Path: Focuses on capacity building and strategic planning. These are non-construction projects like hiring disaster recovery coordinators, developing recovery strategies, or covering pre-development costs (e.g., permitting and environmental reviews). Expected awards range from $250,000 to $500,000.
- Implementation Path: Supports standalone construction and non-construction projects that advance economic recovery and growth. This includes repairing or upgrading critical public infrastructure like water systems, bridges, and broadband. Awards range from $100,000 to $5 million for non-construction and $2 million to $20 million for construction.
- Industry Transformation Path: Designed for coalition-led, large-scale projects aimed at fundamentally shifting a region’s economic trajectory through industry development. Awards range from $20 million to $50 million.
Funding Limits: EDA typically funds up to 80% of project costs, though this may increase to 100% for Tribal nations or severely distressed applicants.
Eligibility: State and local governments, Indian Tribes, and Economic Development Districts. It also applies to institutions of higher education and public or private nonprofits working with local governments.
Deadlines:
- Readiness and Implementation: Applications are accepted on an ongoing (rolling) basis until funds are exhausted.
- Industry Transformation: Applications due at 5 p.m. EST March 3.
