Federal Government Grant Applications Open to Address Infrastructure Needs

As the Lincoln Trail region continues to grow, so does the need for modern, safe, and resilient infrastructure. For our member counties and cities, staying ahead of the curve means moving from reactive repairs to proactive investments.

Two major federal funding opportunities have recently opened their application windows for 2026. These programs offer a unique chance to secure the capital needed for large-scale projects that protect our residents and improve our roadways.

  1. Building Resilient Infrastructure and Communities (BRIC)

Administered by FEMA, the BRIC program is designed to shift the focus away from post-disaster spending toward proactive hazard mitigation.

In Kentucky, we know all too well the impact of severe weather, from flash flooding to tornadoes. BRIC funding is specifically intended for infrastructure projects that deliver “immediate and measurable risk reduction.”

  • Key Focus: Hardening utilities, relocating critical facilities out of flood zones, and enhancing storm drainage systems.
  • The Plus-Up Opportunity: This year, there is a significant focus on Building Code Adoption and Enforcement. If your community needs to modernize its fire or building codes to be more hazard-resistant, there is dedicated funding for those activities.
  • Application Deadline: Pre-Applications are due April 20. 2026, to the state, so don’t delay in getting in touch with us to start the process. The national application window closes July 23, 2026

  1. Safe Streets and Roads for All (SS4A)

The SS4A program, established by the Bipartisan Infrastructure Law, provides dedicated funding directly to local governments to support Vision Zero goals, which are the elimination of roadway fatalities and serious injuries.

Whether it’s a dangerous rural intersection or a congested city corridor, SS4A allows communities to bypass traditional state-level competition and apply directly to the U.S. Department of Transportation (USDOT).

  • Two Grant Types:
    • Planning and Demonstration: Use these funds to create a “Safety Action Plan” or test quick-build safety solutions, such as temporary bike lanes or pedestrian crossings.
    • Implementation: Funding for major construction projects identified in an existing Safety Action Plan, for example, rightsizing streets, adding sidewalks, or installing proven safety countermeasures.
  • A Final Round Opportunity: 2026 represents the final guaranteed round of funding for this program under the current act.
  • Application Deadline: Applications are due at 5 PM EDT May 26, 2026.
