Blog Post: LTADD Engineering presents at KACo Annual Conference

Two representatives from the Lincoln Trail Area Development District Engineering division presented at the Kentucky Association of Counties (KACo) Annual Conference about opportunities for local governments to better understand their infrastructure needs and how this information can translate into funding.

Engineering Director Charlie Allen and GIS Specialist Ava Oljeski presented “Turning Road Data into Road Dollars,” a presentation that highlighted LTADD’s recently launched regional initiative to evaluate and document county road conditions using a consistent, data-driven approach and how the ADD can support local governments interested in the City-County Bridge Improvement Program (CCBIP).

The pavement condition rating system uses ESRI’s Field Maps and ArcGIS tools, as well as field data collected by LTADD’s engineer and GIS specialist, to identify pavement issues such as cracking, rutting, and potholes, and assign standardized condition scores. This process promotes transparency, supports cost analysis, and helps counties prioritize repairs and plan long-term infrastructure investments. GIS-based dashboards allow officials to visualize progress, identify high-need areas, and make informed decisions about resurfacing and bridge projects.

The same quantitative approach supports local governments’ attempts to secure resources through the CCBIP, which is funded by the Kentucky Transportation Cabinet (KYTC) Department of Rural and Municipal Aid. CCBIP supports Kentucky counties and cities in maintaining, repairing, and replacing locally owned bridges. CCBIP encourages local governments to:

  • Focus on routine maintenance and early corrective action to minimize costly future needs.
  • Provide data and education to increase bridge longevity to local governments.
  • Determine prioritization for replacement and/or repair.
