LTADD Hosts Disaster Readiness Session with DARCI to Strengthen Regional Resilience

When emergencies strike, a community’s ability to respond quickly and cohesively depends on the strength of its local networks. To bolster local preparedness and foster seamless cross-county collaboration, the LTADD recently hosted a regional disaster readiness session bringing together Emergency Management agencies, nonprofit organizations, community leaders, and local citizens.

During the interactive session, participants worked collaboratively to map existing disaster networks across the Lincoln Trail region, identify regional strengths, and uncover new opportunities to enhance coordination before, during, and after emergency events.

A central focus of the session was exploring DARCI (Disaster Aware & Ready Communities), an innovative platform designed to transform local emergency response and long-term recovery.

While traditional emergency management systems excel at top-down logistical support, DARCI focuses on the ground-up reality. In major disasters, the very first responders are often neighbors helping neighbors. DARCI equips local communities with data-driven tools to harness that local spirit into an organized, efficient network.

Key features and benefits of the DARCI platform include:

• Digital Lockbox: Allows residents to securely store critical documents—such as home deeds, vehicle titles, and identification—in a protected online portal, ensuring easy access even if physical copies are lost or destroyed.
• Real-Time Coordination: Provides local governments, first responders, and service organizations with live dashboards to track shelter availability, resource requests, and resident needs instantaneously.
• Survivor-Led Recovery: Shifts the recovery framework from “system-led” to “survivor-led,” empowering residents to guide their own long-term recovery.
• Rapid Response: In previous community rollouts, DARCI drastically accelerated aid delivery—cutting community needs communication timelines from 18 months down to just five days.

Investing in proactive readiness yields massive dividends. According to data from the U.S. Chamber of Commerce, every $1 invested in disaster preparedness saves $13 in future recovery costs and economic loss.

This regional session builds upon LTADD’s broader partnership with DARCI to bring disaster preparedness tools across the Lincoln Trail district. Following the successful pilot in Breckinridge County, which is already a certified DARCI community, the program is expanding to Grayson, Hardin, LaRue, Marion, Meade, Nelson, and Washington counties.

By bringing local leaders, first responders, and civic organizations onto a shared platform, LTADD is helping build a unified, disaster-ready corridor across Central Kentucky where no single community has to navigate recovery alone.
