Partnership Update: Big Milestones at Family Scholar House on the ECTC Campus
Higher education is one of the most powerful pathways out of poverty, yet for single-parent students, the cost and availability of stable housing often stand as an insurmountable barrier.
The Family Scholar House on the Elizabethtown Community and Technical College (ECTC) campus was created to break that cycle, combining affordable, on-campus housing with comprehensive support services so student parents can pursue their degrees, achieve financial independence, and create lasting stability for their children.
That transformational vision is now becoming a reality on the ground. Buildings 4, 5, and 6 have officially received their Certificates of Occupancy, welcoming the very first student families into their new homes.
With the main parking lot now fully paved, work continues full steam ahead as crews focus on completing the remaining three residential buildings.
A project of this scale relies on strong regional collaboration, and that is where LTADD comes in. The development is funded in part by a $1 million Community Development Block Grant (CDBG) through the U.S. Department of Housing and Urban Development (HUD). Administered by the Kentucky Department for Local Government, Hardin County Fiscal Court served as the competitive grant applicant and grantee on behalf of Family Scholar House and ECTC.
LTADD’s Community & Regional Economic Development (CRED) Division is proud to serve as the CDBG project administrator, helping manage federal compliance, financial tracking, and regional coordination to ensure these dollars effectively serve our community. Every nail driven and every key handed over represents a family empowered to build a brighter, self-sufficient future right here in our region.
As the final buildings near completion, we are thrilled to see this vision turn into a reality that will transform lives across Hardin County and the Lincoln Trail region for generations to come.
