With $1.1 Million Boost from the General Assembly, LTADD is Rewriting the Childcare Playbook

Ask any working parent, and they’ll tell you: childcare isn’t just a family issue, it’s vital economic infrastructure. With the help of 18th District State Rep. Samara Heavrin, LTADD took a massive step toward strengthening that foundation by announcing a $1.1 million budget earmark from the Kentucky General Assembly.

Championed by Rep. Heavrin, this funding, which was presented July 15 at LTADD’s monthly board meeting, is designed to expand regional childcare capacity and support working families across an eight-county region.

“This funding is a monumental victory for our workforce, our families, and our local economies,” said Daniel London, LTADD executive director. “Securing these resources allows us to build a multi-pronged infrastructure that directly addresses the child care shortage holding back our families and businesses. We are incredibly grateful to Rep. Samara Heavrin for her exceptional leadership and determination in spearheading this initiative through the General Assembly. She recognizes that child care is infrastructure, and this investment will leave a lasting legacy across our eight counties.”

This state-funded milestone was driven directly by the data from LTADD’s landmark 2024 Childcare Study. The study revealed a stark reality: more than 2,000 work-willing parents in the region would immediately return to full-time work if they had access to reliable childcare. Unlocking this labor pool is projected to inject up to $126 million in annual payroll and boost the Gross Regional Product by a staggering $230 million.

To capture this economic potential, LTADD is rolling out a targeted plan to:

• Establish 25 brand-new childcare programs across the region.
• Expand capacity at up to 50 existing providers.
• Forge public-private partnerships between local employers and economic development organizations to ensure sustainable, rural growth.

By aligning local businesses, childcare providers, economic leaders, and state government, LTADD is proving that childcare solutions require a community-wide effort. Rep. Heavrin, who has made childcare a cornerstone of her legislative work, highlighted the broader impact of the investment.

“Ensuring Kentucky families have access to safe, affordable, and high-quality childcare is essential to fostering a healthy, happy, and prosperous Commonwealth,” Heavrin said. “By making life more affordable for working parents, we aren’t just supporting families, we are strengthening our entire economic foundation.”

This program isn’t just a win for the Lincoln Trail region, it is a pilot for the rest of the state. LTADD hopes to establish a highly replicable roadmap that can be adopted by communities across Kentucky to systematically solve the ongoing childcare crisis.
