The Radcliff/Elizabethtown Metropolitan Planning Organization (MPO) is a transportation policy-making organization made up of representatives from local government and transportation authorities. The Federal Surface Transportation Assistance Act of 1973 required the formation of a MPO for any urbanized area with a population greater than 50,000. MPOs were created in order to ensure that existing and future expenditures for transportation projects and programs are based on a comprehensive, cooperative, and continuing (3-C) planning process. Federal funding for transportation projects and programs are channeled through this planning process.

The Radcliff/Elizabethtown urbanized area had a 2000 population of 64,504. The MPO planning area includes the cities of Radcliff, Elizabethtown, Vine Grove, West Point, Muldraugh, and Brandenburg. The area also includes portions of unincorporated Hardin and Meade counties and the Fort Knox Military Reservation.

The core functions of the MPO are the development and maintenance of a Long-Range Transportation Plan (LRTP) and a Transportation Improvement Program (TIP). The MPO will also be responsible, as necessary, for dealing with issues such as air quality, freight movement, public participation, environmental justice, safety, and environmental concerns.

The MPO structure consists of two committees (Policy and Technical Advisory) that are responsible for carrying out the various functions of the MPO. The MPO Policy Committee directs the transportation planning process for the MPO area. The Policy Committee consists of the chief elected officials from the city and county governments as well as officials from the Kentucky Transportation Cabinet (KYTC) and Federal Highway Administration (FHWA).

The MPO Technical Advisory Committee (TAC) serves as an advisory panel for technical decisions concerning the MPO. The TAC is responsible for decisions regarding the type and extent of transportation improvements for the MPO. The transportation improvements are then submitted to the Policy Committee for review and approval. The TAC is made up of representatives from local transportation agencies and city and county governments.

Long-Range Transportation Plan (LRTP)

The Radcliff/Elizabethtown Long-Range Transportation Plan (LRTP) is a financially constrained document that addresses the future transportation needs of the urbanized area including highways, bicycle/pedestrian, and public transportation. The LRTP addresses these needs over a minimum 20-year planning horizon. Several elements must be considered in the LRTP including:
  • Identification of policies, strategies, and projects for the future
  • Determination of projected demand for all modes of transportation over a 20-year period
  • Articulation of regional goals for the transportation system that reflect the eight (8) planning factors identified in SAFETEA-LU
  • Consultation with non-metropolitan local officials
  • Consultation with State and local land-use management, natural resources, historic preservation, environmental protection, and conservation
  • Public Transportation element
  • Operations & Maintenance strategies in the LRTP to improve the performance of existing transportation facilities to relieve congestion and maximize safety and mobility or people and goods
  • Reflect the goals and objectives of Kentucky's Strategic Highway Safety Plan
  • Employ visualization techniques to describe the LRTP
  • Estimation of costs and identification of reasonably available funding sources to meet the needs of the region
  • Discussion of environmental mitigation activities
  • Update at least every 5-years.

Transportation Improvement Program (TIP)

The Radcliff/Elizabethtown Transportation Improvement Program (TIP) covers a minimum of four years and contains all federally funded transportation investments as well as local and state funded projects that have a significant impact to the transportation system. Federal law requires that the TIP cover a minimum four-year period; be updated at least every four years; and be fiscally constrained. The TIP is also incorporated into the Statewide Transportation Improvement Program (STIP).
